AJ Craig company has submitted a preliminary application to the City of Larkspur to build 18 rental townhouses
at 1000 Drakes Landing Road behind the fire station. If you wish to submit comments, do so early before the builder has completed the design. Here is the application.

AJ Craig plans to hold a neighborhood meeting in April and a second one in August and a Planning Commission hearing in September. They still need to obtain many reports for the California Environmental Quality Act review.
According to Elise Semonian, it would be difficult for the City to tell AJ Craig that they cannot build housing on the site under State laws, since housing is already allowed there at 21 units/acre and most impacts for housing can be mitigated. Complaints about the project must be based on objective standards, such as setback distance. Larkspur objective standards for building (ODDS) that must be met are here.
On page 13 of that document, the criteria for denial of application include public health and safety issues.
Page 27 shows a map of zoned areas in Larkspur, which is followed by building
information for each area.
Note that the parcel in question for townhouses is zoned T4 Suburban Main Street like downtown Larkspur. The application requires review under the California Environmental Quality Act unless it is found to be exempt from review as "infill" development. The City will be looking at all potential environmental impacts to determine if it qualifies for an exemption or not.
AJ Craig is proposing 4 units of affordable housing for lower income households. Typically, Marin Housing identifies tenants for the such affordable units https://www.marinhousing.org/.
